请帮忙有关Small Business Corporation的问题

我在纽约几年前开过一个Small Business Corporation, 两年前关了。几天前受到State Of New York Worker's Compensation Board 来的一封信说我的公司"Not having workers' compensation insurance",罚款是$4500. 我去问会计，她说那年更本没雇Full-Time,不用买保险。要我别理它，说Small Business Corporation的性质要罚也罚不到我个人头上，反正公司关了。她说的对吗? 我看信里确实没涉及到我的名字，只有公司名字。我如不理会封我的个人银行账号吗? 多谢帮忙。
