A reasonable person must agree that the water piper is probably damaged during the siding installation, because water leakage only happened during or immediately after the siding installation.

With the above assumption, the handy-man should at least repair the pipe free of charge, otherwise you can ask him for damage resulted from water damage.

Refuse to pay, go to small claim court, protect your right.
