It all depends on particular insurance company policy. My current insurance company (Liberty Mutual) covers learner permit without additional charge since learner permit holder can not drive alone. If your daughter already has formal license, my former insurance company (Geico) will add manditory inexperienced driver coverage on your policy which is really high.
