Help needed! parents's green card application

I am green card holder. I prepare to apply my parents green card after I become citizen. My parent adopted a girl 10 years ago. She was abandoned by her parents only a week after she was born.

Can she get the green card the same time with my parents? In other word, can I apply three of them together since she is under 18?

Apparently my parents do not want to come to states without her since she cannot take care of herself at this moment.
