parents tax id

I was told that if parents stayed here for more than 183 days last year, they are qualified for applying tax id, to become our dependants. (w-7)

But 6 month stay does not always come up to more than 183 days. I am not sure if they are still qualified.

Why 183 days, not just 6 month?
