大虾: rent deposit help

I moved from CA to NE. After at least 4 months, I got only $200 back (depositi is $800). The landlord just sent me several pictures said the apartment is not as clean as before. How can I sue the Indian landlord, please? What's the procedure and rough cost? Can I sue her from NE?
