How to adopt my Niece from China

My niece is turning to 18 years old this year. Her father passed away and mother remarried to someone else. Right now she is alone by herself in China. I really want to get her here (America) to live with me.I've filed the petition for adoption before, but it got rejected many times, because I must live with her for two years before the adoption took place. I can't really go back because I have my own family here. Is there any way to do this? Thank you All.
