Serious problem about illegal working in the USA

My problem is that I am processing visa exchanging-- from F2 to F1. But I had a bad record about illegal working in the chinese restaurant. The record is not by the immigration but another department who took charge of selling alcohol. I am not allowed to serve alcohol because I do not have that permit. I hope there is someone here who know about these stuff help me.
