extension of passport,help!!!

Dear everybody,my passport is going to expire in the end of Aug,and I need to apply for extension because I have to change my Visa status ASAP (it takes forever nowdays)I was told that you can only apply for the extension of passport 3 months before the expire date,is it true? Anybody has any ideas ? What should I do ? Please help me!!!Thanks a lot.
