harassment from secrete government agency

I am writing to ask for help regarding the harassment from secrete
government agency.

I have a friend who had a quarrel on telephone with some unversity professor regarding what happened in graduate school in the year of 2002(my friend graduated before 2002). That telephone conversation was not polite, and the language used was also rude. The professor said to my friend on the phone that you behaved like a terrorist, if I wanted, I can report you to police department,
saying that you are a terrorist. Then the telephone conversation ended,
and my friend did not pay much attention to this conversation since everything
was said in a moment of angry.

About two months after that telephone conversation, my friend found some strange cars followed him everywhere he went, in the party, in the work place,
in the public libary, in the shopping mall. At the beginning, my friend
did not believe that these cars were actually targeting his car. To test
his, he started his car in the middle of night in his house(around 2 or 3 a.m,
in the morning). After he started his car engine, about two or three
minutes later, there would be one or two cars immediately passing through
his house. He tests this several times, everytime, the same thing happens. Sometimes these strange cars flashed his car in the dark corner of street
in the evening. Even if my friend drove 30 miles away to attend a party in the weekend evening, after
he left the party in the middle of night (around 12 clock), when he
started his car in the parking lot, there would be another car nearby about 10 to 15 feet away
started engine immediately, and flashed the light about the same time, this kind of
things happens everytime my friend attends the party. Also, very often, my friend
receives telephone calls without telephone numbers, when he picks up the phone,
the phone would be hanged up immediately. In addition,
when my friend drives car, he usually listens to radio, and quite often suddendly
the radio content is changed and music starts to paly, then he could hear some music signing that we will bury you alive. It seems to me this is a case
using government resources for personal retarliation. Also, it seems
that my friend is on the terrorist watch list. I am appalled to see
that this system can so easily be abused for personal gain or discrimination. This kind of harassment has been going on for the last four years. My friend
also says that neighbors around his house are also involved in this kind of harassment. Apparently, some government agency reveals the information
to these neighbors, and there is also sensor installed in his front door
of house, because almost everytime, when he opens his front door at the
time he is ready to go to work, there would be immediately one car passing through his house. His house is located in a relatively remote corner of a street in a small town.


I just wonder if anyone can provide input on this issue? My friend is
a permanent resident of U.S.
