I heard that in San Francisco, it is very hard to get tenant out. I don't think police can help.

I recall that I read a post here from someone regarding how to fight landlord in NY. The post said that the landlord will get permit to get tenant out after 6 months, and tenant don't have to pay anything in the mean while for 6 months. it is true? if it is true, it will be a big nightmare for me...
