Urgent!Can someone tell me if this Divorce Certificate is valid?

My LG got divorced in 1995. Both he and his ex-wife were in the U.S.in 1995. They asked their friends in China to do the divorce for the them. They got a certificate from the FA(2) YUAN(4). Then they notorized the certificate.

Can someone tell me if this Divorce Certificate is valid according to the Divorce Law of the U.S.?

My situation is that after my I-485 interview, local USCIS requested the Divorce booklet issued by the approriate civil authority. My LG doesn't have the booklet. FA YUAN doesn't issue the Booklet.
