urgent: UPS sucks. Should I pay?

I shipped some stuff by UPS last Oct. and it is billed to the receipant.
Right now I received a bill of almost $500 because the receipant did not pay.
It is the receipant's responsiblity, why it finally comes to me? This is so ridiculous.

Should I pay for it?
If not, will UPS send me to collection?
