Stp about tex exemption

My hu*****and came here as F-1,
(1) doesn't he nee to pay tax for fedeal and state for his first 3 years? is that right?
(2)He is in h-1 working for University, so he will also be exempted for three years federal and state tax? where can I find the Pub. for this rule? Thanks.
