This is Federal Income Tax FIRPTA Requirements, 10% of the sales price of property sold by a foreigner ( either a non-citizen of the US or a non resident alien )must be withheld to make sure any capital gain tax is paid. Residential property under the sales price of $300,000 is exempt from FIRPTA disclosure requirements.
If your house has not any capital gain, you can talk to escrow company not to withheld this money. If you have been withheld, you still can fill tax return next year and get this money back, this will not affect your other income.
I have a client had same problem like you, but later get her money back. Good luck!
