关于eligible student

ｉｒｓ中关于检测一个学生是否是ｑｕａｌｉｆｉｅｄ　ｓｔｕｄｅｎｔ，有一个标准：Did the stduent complete the first 2 years of postsecondary education （freshman and sophomore years in colledge) before the beginning of the tax year? If yes, he is NOT an eligible student. 我很不明白：我们都是早就在国内读完本科的，那么是不是就不能算学生来apply education credit 呢？
