挡土墙该由谁修？

我和邻居家的“边界”上有一条相当长的挡土墙，一边是我的车道，一边是他家的院子。现在墙已经倾斜，随时有倒塌的危险，我们两家都是买的二手房，经过丈量分界线正好是这堵墙。重修需要将近一万美元，该由谁修？怎样能确定？多谢指教。
