无耻的房东--简直在敲诈!!!

他住在一楼. 最近说我们二楼漏水,一直漏到basement. 在我强烈要求下, 允许我去看damage. 我实在看不到什么, 只看到他似乎在remodel basement, 在安装一豪华浴缸. 他还凶巴巴地说要告我们赔, 说什么水渗到墙里了,要打开换, 什么可能要上万美刀. 至少保证金是不还给我们了, 又要加租金...

我只是想知道, 我在明知他要吞了保证金时, 在最后一个月不付房租, 行不行?
