If your mom is in US right now:

Take her passport to your local bank branch and get certified copy there and usually it is free.

BTW, there are many places where you can get your copied documents certified, as long as there are licensed notaries there, such as bank, post office, library, etc., very likely the secretaries in your university or company have notary licenses too. Some are free, some are with minor fee.

Since what you want to certified is copied document, of course your mom need not to show up at the moment. You can do it yourself.
