social security能取出来吗？

老公搬回国了（绿卡身份），急需钱付morgage. 知道401可以取出来，但要罚10%。不知该取哪个好。如果social security能取出来最好，但问了800号码告诉我说要等退休才可以。但我听说好像能取，有人取过吗？谢谢
