Help!!!公民證丟了

To get passports, I sent two original certificates of naturalization, one orignal passport and one original birth certification to a community center. They lost all my
documents but the community center manger want us to pay money to get replacement of all document. Is it fair they lost our document but don't take any responsibility?

Called a couple of chinese law offices, they don't want take this case ( affaid of fighting with goverment ?).

Any ideas? help?
