这张罚单能argue么?

前两天在路边停车时候, 因经常停车的一边涨水, 可能是下水道坏了, 所以停到了路的另一边,这边路靠著house, 没想到到吃了一张罚单. 路边没有no parking的标志. 请问我能argue而免受罚款么?? 谢谢!!!
