Your friend should sue them for violating civil rights. Fishing without license is not even a misdemeanor. It is a strict liability crime, which means you are at fault only because the law says so. Generally, if you have committed a felony, some states will bar you from getting a state job. Companies will not like that idea to hire a felon. If you are driving with license expired, are you endangering anybody? Malum prohibitum will not and should not affect anything in your life, unless the malum prohibitum was regulated by statute as felonies, such as selling liquor to a minor.
