housemate 偷东西该怎么办？

我们house这学期搬来个印度人有小偷小摸的习惯。5 roommates, 四个发现丢东西，但都是小东西。我们知道是谁干的，报警吧，却又没证据。比如他在夜间偷吃东西，我们却不能把它抛开来看。跟他讲，他又不承认。this guy have kept stealing for 2 months. 我们该怎么办呢？
