公寓扣我的押金

我住在 New Jersey. 上个月我在某公寓住满一年后搬家, 他们在寄还给我押金时扣了我$140, 并附信说是清洁费. 我打电话问他们, 他们说洗碗机, 厨房的地板和厕所没打扫干净,这钱是用来清理的费用, 凭良心讲, 我们搬家后很仔细的打扫过, 房间里一片纸片都没留下, 地板擦洗了两遍, 我问公寓经理, 你说不干净, 你没有告诉我, 也没有要求我再清理, 只凭你嘴讲, 就扣了钱, 他说我没必要告诉你, 我给你的时候是干净的,你还回来是葬的, 我扣了你的钱, 你拿不回去了.
我认为这是明抢, 我是否可以上小额法庭讨回我的钱, 请大家多给些建议. 多谢.
