part-time H-1 and second OPT

Hi, everyone here,
Now I am in OPT period and have master degree, I have two questions:
1. If one company agree to give me the documentation for a part-time job, can I get part-time H-1 easily? Any problem I should think about?

2. If I apply for another master degree of different major, can I apply for the second OPT after graduation?
