help on car accident

We were hit by a car backing from their drive way. The police came and took
pictures. It's obviously not our fault. But the police didn't say this to us.
The police only gave us a report number in the end and told us to call our
insurance company. Is this normal? Should the police tell us whose liability it was right away? Will we receive a accident report later on?
