Is it legal to transfer money to a foreign country for a foreign company?

I recently received an email from a foreign company that requested me to act as an agent to transfer money from USA to their county. The reason they want to do so is because they are unable to open commercial bank accounts in every state in USA due to various banking and legal restrictions. They will pay commission to me. Is it legal to do so? Dose it sounds like cheating? Any one has such experience?
