紧急！J1豁免问题~

美国国务院J1waiver要求材料，其中一个是：
A statement regarding the exchenge visitor's reason(s) for not wishing to fulfill the two-year residence requirement.
这个statement是老板写还是自己写？内容应该写些什么？这个statement对于J1豁免批准非常重要吗？老板钱有问题，现在的offer时间短于J1期限三年或五年，那么这种情况申请J1豁免是否会被拒绝？
