地下室灌了水

一个月以前, 我邻居的洗衣机出了问题. 他们的地下室灌了水,然后淹到了我们家的地下室. 1/3 的地毯泡在了水里. 他们的保险公司打电话给我们说,对我们的损失他们没有责任. Does that mean we have no right to ask our neighbour to pay for our loss? Any suggestion will be appreciate. Thanks.
