Question on PR Priority Date

My parents submitted my I-130 on Nov/22/2002 and received notice of action on Dec/24/2002, but I have to wait for the Vermont process center to process and approve my I-130.

Question is what will my priority date most likely be? is it going to be the date of notice of action or it will more likely have to be the approval date?
