nucanceled appointment

I had an appointment for my son with a social worker. However, I was too late to the clinic. I call the clinic 30 min before end the treatment section for advice to avoid the not show-up fee. They asked me to change the appointment time. They did not told me that they would charge the not show up fee at that time. However, when I knew that I can not keep the new appointment and re-scheduled the new appointment, they told me that I need to pay the not show-up fee for $95. Actually, the insurance co. only pay for this service $65. I did not get any service. I tried to talked with the social worker, but she never respond to my calls. Is this reasonable to charge uncanceled appointment for 1 hr therapist? Should I pay? Help please!
