they changed a new carpet

I know in CA, if your carpet is 7 years old already when you left your apartment, your landlord have to change a new carpet at 100% landlord's cost. If carpet is damaged before 7th year, then landlord changes a new carpet charge you only the pro-rated cost. Say if your carpet is 3 years old, they charge 4/7 of the new carpet cost.
