是否需要file a complaint with IC3?

再次请教柠檬和各位热心网友，我在最后一步醒悟过来，目前还没发现任何实质损失，是否还应该file a complaint with the Internet Crime Complaint Center (IC3)? File 或不file各有何利弊？
