请教邻居家POOL噪音问题

邻居家新建 POOL,  我用IPHONE 测噪音 one-hour average sound level:

MIN 52 DB, Average 60.3 DB,  Max 87.0 DB

根据以下CITY CODE, 噪音是否合法. 我不明白的地方, CITY CODE one-hour average sound level 指的是直接测量数值, 还是要直接测量结果减去POOL PUMP 不转时的测量数值.

Sec. 59.5.0401 Sound Level Limits

A. It shall be unlawful for any person to cause noise by any means to the extent that the one-hour average sound level exceeds the applicable limit given in the following table, at any location in the on or beyond the boundaries of the property on which the noise is produced. The noise subject to these limits is that part of the total noise at the specified location that is due solely to the action of said person.
