Apostille certifies 海牙认证

各位大拿. 请教一个问题. 国内一朋友要我帮忙办一个在美国结婚的海牙认证. 他是2015在 Las Vegas 结婚. 并办了纽约州的公证. 这个现在可用吗？可以的话. 只要加上 DS 4194, $20 check mail to U.S. Department of State
Office of Authentications 就行了？
