Regulations are usually aimed at consumers protection, such as homeowner vs. contractors, bank customer and tenants in rental market. Copyright holders are not consumers. There is no such organization, copyright holders are expected to use court system to protect themselves.
It's important to understand you are not a consumer in cases of commercial real estate tenant, copyright holder, patent holder etc. You are effectively a business person.
