我们这种情况中介应该不从学校拿回扣。应该就是学校要求的。我们是打破了学校的规定。想上来问问用第三者的眼光看看我们要求是否合理。

学校规定如下。

After acceptance, the I-20 will be issued upon the receipt of half of the tuition payment.

NOTE: the only way prepaid tuition will be refunded is if the I-20 is denied by the issuing country twice. Written proof is required.
