真的有法律明文保护私有财产吗？

Miami 的一个海边富有地区的俄国人和俄裔美国人在败登的国情报告之后积极卖房，以免被美国政府收缴。败登在国情报告中说，

"美国司法部正在组建一个专门的工作组来追查俄罗斯寡头的罪行。

我们正在与欧洲盟友一起寻找并没收他们的游艇、豪华公寓和私人飞机。"  

私有财产真的有法律保障吗？
