再贷款公司迟迟推迟closing, 我们有什么办法吗？

半年前申请了再贷款，说2-3个月应该可以close, 结果每次都推后，各种借口，实际上是业务太忙了，把别人的案子先做了，不管我们的。 请问我们有什么办法，如果退出， 我们损失的是利率差别， 和时间。现在利率比半年前高，再贷款期间， 我们不能买任何房子。

能不能file complaint 或者对方赔偿我们的损失。主要是太折磨人了。 谢谢。
