请问邻居要拆下来快要倒了的和我家之间的旧fence,

我想在和她家间做一个新的fence，她不同意我的新fence 做在旧fence 的线上，要求我去找人做property line survey, 我的新fence should be 2 inches away from the property line in my yard 。请问是不是这样的规矩？我需要做些什么才能避免邻居间的纠纷？谢谢
