雇佣没有wc 的 licensed contractor ，出事谁负责？

有worker compensation的都是大builder， 千八百的活看不上

小的有license的又没有 wc.

This license is exempt from having workers compensation insurance; they certified that they have no employees at this time.

那出意外 home owner要承担责任么
