They are usually cookers when you really did not commited any crime. They more likely cooperated with the Crown and police. It is very understandable since they do not want you to sue the police and the Crown and next time they can benifit from your case for his/her other case. On the other hand they want to solve the problem in a simple and easy way to make a easy money.

It is same when you commite a summary crime.
