问一个离婚的问题，谢谢

有个朋友在国内曾结婚，用一代身份证登记的。在美国生活多年，老公一直在国内。

现在要去国内离婚，她的身份证已作废，换用美国护照5年以上了。需要在美国办什么手续吗？还是回国在当地民政登记机关办理就行了？
