请教：学校对免费出版物收费，是不是违法？

小孩学校搞到一些免费出版物做课本。然后收课本费，钱交给教育局。抱怨也没人理睬。请教：教育局有没有违法？如果违了，是什么法？等拿着法律条文去找教育局，总得理睬了吧？
