Q regarding rollover IRA

Hi there,

If I rollover my previous employer' 401k to some Rollover IRA, say in
Fidelity, then after a few years, I decide not to keep the money in fidelity,
can I rollover to another IRA account, say E-trade, without getting
any penalty?

Note that I am not taking the money out of IRA, just moving from one IRA
to another.
