tax question (5 years F1)

Hello,

Here is my question. LG came to the US on 12/31/1999 as F1. He didn't file tax return or 8843 for 1999. Can he count 1999 as the exemption year? If so, 2004 would be the 6th year, then he can file as resident 1040.

Anyone knows which form to choose? 1040 or NR?
Your help is really appreciated.
