现在可以瞎猜的是sidewalk会有人靠近，有潜在的危险。邻居的可能没有sidewalk, 不存在针对人身的伤害性。

总而言之，只要你的空调比邻居更容易接近(你自己也说围起来就太窄了)，你很难说 inconsistent enforcement.
