可以告州政府吗？

付了该付的款，钱被政府部门取了。但其系统还是没有交，还要罚款和迟交费。 我们迟交要罚，而我们没迟交也还要罚款。我们还要亲自花时间去交涉，我们的时间也是钱。我们可以上法庭控告我们的金钱和时间的损失吗？哪类法庭？小额法庭吗？
