if you are US citizen or keep you GC at that time, you are considered as US resident for tax purpose, wherever you live, you have to file US tax return, thus you'll pay your income tax (including IRA/401K) at regular income tax rate, usually it'll be lower than what you pay right now.
depends on your tax status vis-a-via the US.
if you are not US citizen, and don't have GC, that means that you are no longer US resident for tax purpose, then when you get your money from your IRA/401K, the bank/broker have to withhold the tax before the distribution to you. this withholding tax is the highest income tax rate at that time.
Very tricky.
